Open-source sovereign Government-as-a-Platform framework for Africa
# GovOS — Government Operating System
**An open-source, sovereign Government-as-a-Platform framework for Africa.**
---
## What is GovOS?
GovOS is an open-source framework that gives governments sovereign control over their core digital infrastructure.
African governments currently spend heavily on fragmented, vendor-controlled systems for identity, payments, data exchange, and service delivery — with no interoperability, no sovereignty, and no exit path.
GovOS provides the shared digital rails that governments can own, extend, and build on — not rent indefinitely.
**Core modules:**
- **Identity** — Sovereign digital identity layer (integrates with MOSIP)
- **Payments** — Interoperable government payments (integrates with Mojaloop)
- **Data Exchange** — Secure inter-agency data sharing (inspired by X-Road)
- **Service Delivery** — Citizen-facing portal for government services
- **Governance** — Audit, compliance, and accountability infrastructure
---
## Why GovOS?
The model is proven. India Stack (1.4 billion users), MOSIP (10+ countries), Mojaloop (emerging markets), and GovStack (GIZ-led building blocks) have demonstrated that open-source, sovereign digital public infrastructure works at scale.
Africa needs the same layer — built for African governments, owned by African governments.
> Governments should not keep renting fragmented digital systems for core public services. GovOS provides an open-source, sovereign, auditable Government-as-a-Platform framework that helps countries build shared digital rails for identity, payments, data exchange, and service delivery.

## Current Status
GovOS is in the **pre-development / foundation phase**.
