Rather than treating AI governance, civic access, human–AI collaboration and execution authority as separate problems, the paper connects them across the full lifecycle of interaction: from how people experience institutions, to how AI interprets context, to how consequential machine actions are authorised and governed. The work is grounded in African civic realities while addressing a wider global question: **How can AI systems expand human capability without weakening human authority, dignity or accountability?** --- ## Principal Contributions The paper introduces four principal contributions: 1. **Anchor Band™ and Civic Cube™** A multimodal civic interface and public infrastructure layer designed to reduce friction in accessing services while preserving dignity and agency. 2. **Civic Cognitive Tax and Civic Intelligence** A framework for understanding the cognitive burden imposed by fragmented civic systems, together with an institutional capability for reducing that burden. 3. **Pattern Intelligence** A method for detecting repeated patterns across behaviour, service use and institutional interaction in order to support earlier and more context-aware intervention. 4. **Human–AI Governance Architecture** A governance framework for consequential AI-assisted or autonomous action, supported by HAAA™, SEA™ and SOUL™. --- ## Execution Governance The paper extends human-centred AI governance into the execution layer. **HAAA™ — Human with Authority, Authorship and Accountability** Preserves identifiable human responsibility for consequential actions. **SEA™ — Sovereign Execution Authority** Ev …
