This study employs a mixed-methods approach combining qualitative policy analysis with quantitative trend evaluation of energy data from 2000-2023. Seventeen policy documents were systematically analysed, and secondary data from the Energy Commission, Public Utilities Regulatory Commission, and international databases were examined to assess policy performance against stated objectives. The analysis reveals consistent patterns of implementation shortfalls across multiple policy domains. Renewable energy penetration stands at 4.5% against the 10% target, LPG adoption shows stark urban-rural disparities (35% versus 8%), and electricity transmission losses have increased from 229 GWh (2001) to 922 GWh (2022). Key implementation barriers include chronic underfunding (policies receiving only 30-40% of required investments), institutional fragmentation among 14 energy agencies with overlapping mandates, technical capacity constraints (fewer than 100 certified renewable energy engineers), and weak monitoring systems that enable non-compliance. Ghana's energy policy challenges stem not from inadequate vision but from systemic implementation failures. Drawing lessons from Morocco's solar success and Kenya's off-grid innovations, the study proposes a six-pillar reform framework encompassing institutional consolidation, financial innovation, capacity building, community engagement, digital monitoring, and private sector incentivization. These findings offer actionable insights for Ghana and comparable developing economies navigating the energy transition.
