Innovators submit proposals over email or PDF with no standard structure. Public sector reviewers, who are often not engineers, are left to manually judge unstructured specs against security requirements and readiness expectations they may not have the tooling to assess consistently. The result: strong prototypes stall indefinitely, weak or unsafe proposals slip through on the strength of a good pitch, and there is no auditable trail connecting a submission to a review decision. This is a **process and tooling gap**, not a talent gap — and it disproportionately shuts out smaller teams, students, and independent developers who don't have a existing relationship with a department. ### The Solution **GovBridge** is a submission-and-review platform purpose-built for this handoff.
