Applying a refined mixed-method framework to identify DRR capacity gaps, prioritise solutions, and develop evidence-based recommendations for Sierra Leone # Sierra Leone Disaster Risk Reduction & Preparedness A data-driven disaster risk reduction and preparedness project focused on Sierra Leone. The project develops and applies the **Senessie DRR Intelligence Framework (S-DRIF)**, a proposed analytical and decision-support framework designed to convert fragmented disaster-risk, preparedness, governance, socioeconomic, health-system and disaster-impact evidence into structured policy intelligence. S-DRIF is designed to move beyond simply ranking countries or measuring risk. It aims to help decision-makers understand: - What is happening - What is it happening - What does context tell us - What do we think might happen - What solutions can we recommend employing - How to take action and then monitor and evaluate said action --- ## The S-DRIF Framework The wider decision-intelligence architecture develops this into: **DESCRIBE → DIAGNOSE → CONSULT → TRIANGULATE → PREDICT → PRESCRIBE → DECIDE & ACT → LEARN** The framework is designed as a progressive process in which each stage addresses a more decision-relevant question. ### 1. Measure / Describe Establish the country's disaster-risk, preparedness, resilience, governance, socioeconomic, health-system and disaster-impact position using appropriate evidence. ### 2. Explain / Diagnose Investigate relationships and structural factors associated with observed preparedness and disaster outcomes. ### 3. Compare Identify structurally comparable countries and systems rather than solely relying on geographical comparison alone to highlight potential MEL cases. ### 4. Learn Identify countries or cases that perform better than expected and investigate what may explain their performance. ### 5. Consult Bring in stakeholder, expert, institutional, policy and contextual knowledge (affected locals, practitioners on the ground; really centering those affected by hazards in this phase to gain a clearer picture) to test and challenge emerging interpretations. ### 6.
