Out-of-school children are children and young people in
the official age range for a given level of education who
are not attending either pre-primary, primary, secondary
or higher levels of education. The objective of the
out-of-school children rate is to identify the part of the
population in the official age range for a given level of
education not attending school, in order to formulate
targeted policies that can be put in place to ensure they
have access to education. It is used to calculate SDG
4.1.4 – out-of-school rate for different levels of education,
including primary, lower secondary and upper secondary.
Non-formal education is not included in the out-of-school rate.
