Governance, Corruption, and Institutional Development in Nigeria

This article examines the intertwined relationships between governance, corruption, and institutional development in Nigeria. Drawing on theoretical perspectives from institutionalism and political-order literature, empirical governance indicators, and a selective review of scholarly and policy literature, the paper analyses how weak institutions and capture of public offices by private interests perpetuate corruption and undermine developmental outcomes. It then evaluates Nigeria’s anti-corruption architecture and civil-society responses, identifies structural and political constraints to institutional deepening, and proposes evidence-based policy reforms to strengthen accountability, enhance state capacity, and align incentives for public service delivery. The analysis concludes that institutional development in Nigeria requires a calibrated mix of (a) legal and bureaucratic reforms to reduce discretion and increase transparency, (b) strengthening of autonomous oversight institutions coupled with judicial reform, and (c) sustained civic engagement and technological innovations that make state action observable and contestable.
