Harnessing Big Data Analytics for Population-Informed Development Planning in Uganda: Opportunities, Challenges and Policy Implications

Population dynamics is still a?key driver of development outcomes including economic transformation, demand for public services, allocation of resources, environmental sustainability, and governance effectiveness. Uganda's young and rapidly increasing population is both a?major opportunity and a challenge to development. Although a young population offers potential for a?demographic dividend or for increased labour productivity, innovation and economic transformation, it also creates massive demands for job creation, health care provision, education expansion, housing, infrastructure development and environmental management. The research focuses on the contribution of big data analytics to enhancing population-based planning for development in Uganda under the Uganda?Vision 2040 and the Fourth National Development Plan (NDP IV), the Sustainable Development Goals and the African Union Agenda 2063. The research design?is qualitative and analytical in nature, drawing upon secondary data integration, policy documents analysis and a comparative analysis of global best practices in data-driven governance. The results demonstrate that big data analytics brings considerable potential in enhancing population estimation, demographic forecasting, spatial targeting of?development interventions, health care planning, education management, urban governance, agricultural transformation, climate adaptation, and public resource allocation. However, the research shows key challenges such as the fragmentation of information systems at all levels of government, lack of interoperability between government data bases, insufficient technical?know-how, unequal digital infrastructure, cyber security threats, and issues of privacy and ethical governance. In the paper it is argued that big data is not a substitute for traditional demographic methods, but can offer population censuses, household surveys and administrative statistics complement through a?national integrated data ecosystem. The paper finds that for Uganda to make a successful transition to data-driven population planning, it must make strategic investments in digital infrastructure, institutional coordination, analytical capacity, responsible?data governance, and partnerships among government, academia and technology stakeholders. The?optimal use of big data has potentials to enhance predictive governance, increase developmental returns, and promote Ugandan path to inclusive and sustainable transformation.   Received: 20 July  2026 / Accepted: 31 August 2026 / Published: September 2026
