Implementation of Climate Change Adaptation: A Case Study of Swiria Qedima Beach, Morocco

   This study examines the political implementation processes of climate change adaptation in Morocco’s coastal Swiria Qedima beach, analyzing the contrasting case studies from the Atlantic coast. Through the lens of performative governance mechanisms, the study explores the institutionalization of coastal adaptation policies, transitioning from international frameworks to local governance. The paper identifies how vulnerabilities to marine submersion and coastal erosion are manifested differently across local contexts. A growing "new public management of coastal risks" emerges, integrating climate change strategies into existing governance frameworks through innovative strategies such as relocation and strategic withdrawal. Using a mixed-methods approach (including interviews, observations, and questionnaires in Swiria Qedima), community perspectives on climate adaptation are captured. This research contributes to understanding how performative governance and public action can address climate challenges in vulnerable coastal regions.
