Imported Intelligence: AI Sovereignty and Strategic Exposure in African States

This report analyzes strategic AI dependency across African states and reveals that over 85% of deployed AI in critical state systems—telecoms, public finance, identity management, healthcare—are foreign-owned, externally hosted, and inaccessible for audit or retraining. Through policy audits, infrastructure mapping, and procurement record analysis across Kenya, Nigeria, Senegal, and DRC, the report shows how foreign AI shapes state decision sovereignty, introduces remote disruption risks, encodes imported cultural norms, drains national capital through recurring AIaaS costs, and increases adversarial exposure through unauditable models. It proposes a six-pillar sovereignty framework grounded in African strategic interests—requiring model access, local hosting, Afrocentric algorithmic development, legal safeguards, data residency enforcement, and institutional capacity-building.

Ce rapport examine les dépendances stratégiques liées à l’IA en Afrique et démontre que plus de 85 % des systèmes IA déployés dans les fonctions étatiques critiques—télécoms, finances publiques, identité, santé—sont étrangers, hébergés hors du continent et non auditables. À travers l’analyse de politiques publiques, des architectures d’infrastructure et des contrats de marchés au Kenya, Nigeria, Sénégal et RDC, il s’avère que l’IA importée influence directement la souveraineté décisionnelle, expose les États au risque d’arrêt à distance, impose des normes culturelles exogènes, créé des fuites économiques via des coûts IAaaS récurrents, et augmente l’exposition aux attaques adversariales. Le rapport propose un cadre de souveraineté en six piliers — incluant accès aux modèles, hébergement local, recherche algorithmique afrocentrée, garanties juridiques, localisation des données, et renforcement institutionnel.
