This project proposal outlines strategic interventions to strengthen emergency response capacity, improve water supply systems, and enhance security infrastructure across primary healthcare facilities in all 18 Local Government Areas of Cross River State, Nigeria. The proposal highlights current gaps in emergency readiness, WASH facilities, and facility safety, and recommends practical, cost-effective solutions to improve service delivery. Key components include risk assessment, procurement of essential emergency equipment, installation of sustainable water systems, and the implementation of security upgrades to protect staff, patients, and critical health assets. The project aims to enhance resilience, ensure continuity of care, and support universal health coverage goals in the state
