Artificial Intelligence (AI) solutions have the potential of transforming the performance of Small and Medium Enterprises (SMEs) across sectors by improving internal operational efficiency and access to markets. Globally, AI solutions are influencing how economic value is created (by combining scarce resources) based on the factors of production. In summary it is becoming a vital resource for production and decision making.
While SMEs in Africa literally form the backbone of African economies, accounting for a substantial amount of employment and majority of establishments (roughly 90 % of all firms on the continent), they face severe challenges with adopting and/or building AI solutions that enhance productivity. Despite the potential provided by AI solutions, this paper proposes that the major barrier for adoption is not just technological readiness, but the absence of enabling financial models that are suitable to AI’s intangible, data driven nature.
In Africa, the traditional SME finance instruments such as bank loans backed by collateral, and asset based leasing are poorly aligned with AI solutions that usually require upfront integration expenses and recurring subscription fees. This limits the competitiveness of African enterprises in increasingly global digital markets.
This policy paper analyses current financing models available to SMEs in Africa and examines how innovative financing models can increase access to AI solutions for SMEs. It also emphasises the need for policy and regulatory frameworks that support data sharing and regulatory sandboxes to enable these innovations to scale inclusively.
The paper’s principal contribution is a policy oriented financing framework that positions AI simultaneously as a productive asset and as a tool for improving financial intermediation. This is intended to inform the design of digital strategies that leverage AI as a catalyst for sustainable growth. We conclude with actionable policy recommendations for various stakeholders including federal governments and development finance institutions seeking to accelerate inclusive AI adoption among African SMEs.
