Integrating Broad-Based Economic Empowerment for Local Economic Development

This chapter explores the challenges of representative participation and proposes direct participation methods as a pathway to sustainable development, with a focus on integrating Broad-Based Economic Empowerment (BBEE) theory for local economic development. A qualitative approach was used to gather data from South African articles that examine participatory development initiatives in marginalized communities. The study included a collection of case studies from successful projects that prioritize Participatory Development in South Africa, purposefully. The Ladder of Participation framework was used to categorize the cases. Most so-called participatory initiatives fall within the “tokenism” category, where community members are engaged in informing, consultation, or placation. However, the selected cases demonstrate that projects with greater community ownership, informed by BBEE principles, are more likely to be sustained over time due to the increased dedication and responsibility that come with this ownership.
