Integrating Volunteered Geographic Information into National Spatial Data Infrastructures: Opportunities, Data Quality Challenges, and Governance Implications in Nigeria

Volunteered Geographic Information (VGI) has become an important source of geospatial data, enabling citizens to contribute spatial information through digital platforms. Globally, VGI complements conventional mapping by supporting disaster management, urban planning, environmental monitoring, and humanitarian response. In Nigeria, however, the National Spatial Data Infrastructure (NSDI) is constrained by fragmented institutional coordination, outdated datasets, inadequate technological infrastructure, and limited funding, reducing its capacity to meet rapidly evolving development needs. This study examines the opportunities, data quality challenges, and governance implications of integrating VGI into Nigeria’s NSDI. The research adopts a conceptual approach based on literature review, policy analysis, and synthesis of crowdsourcing initiatives implemented in Nigeria between 2010 and 2026. It evaluates the contributions of OpenStreetMap, the Unique Mappers Network, YouthMappers, KoboToolbox, and Ushahidi to disaster response, urban governance, public health, security monitoring, and environmental management. Findings indicate that VGI provides a flexible, cost-effective, and timely source of spatial data, particularly in underserved and high-risk areas where official datasets are scarce. However, its integration is limited by data quality concerns, including positional inaccuracies, semantic inconsistencies, digital inequality, misinformation, volunteer fatigue, and institutional fragmentation. To address these challenges, the study proposes the Nigeria Hybrid VGI Governance Framework (NHVGF), a multi-tiered model that integrates citizen-generated data with authoritative national geospatial databases through standardized governance mechanisms. The study concludes that adopting this framework would strengthen Nigeria’s NSDI by improving data availability, enhancing disaster preparedness and spatial planning, and promoting more inclusive, responsive, and sustainable geospatial governance.
