This position paper explores the convergence of intelligent aviation infrastructure, operational resilience, cybersecurity governance, and trusted surveillance systems within emerging Air Traffic Management (ATM) environments.

The paper focuses particularly on the evolving role of ADS-B surveillance technologies, operational trust under degraded or contested conditions, AI governance considerations, and the growing cybersecurity exposure within safety-critical CNS/ATM ecosystems across emerging and infrastructure-constrained regions.

Drawing from ongoing doctoral research, operational observations, sector engagement, and regional aviation infrastructure perspectives, the paper argues that aviation cybersecurity resilience is fundamentally a systems challenge that extends beyond purely technical controls into governance, operational coordination, human capability, and institutional readiness.
