Abstract
Smallholder agricultural production in the developing world remains constrained by intersecting socioeconomic and environmental challenges. While integrating Information and Communication Technologies (ICT) with Climate-Smart Agriculture (CSA) offers a pathway to boost yields and build adaptive capacity, the ultimate success of these digital tools depends entirely on how effectively they are customized for smallholders. This paper establishes a strategic, evidence-based framework for optimizing digital agriculture deployment. Utilizing diagnostic field survey data from three major maize-growing regions in Uganda, we evaluated the strengths and structural weaknesses of currently available digital tools against localized farmer constraints. The diagnostics reveal that all evaluated tools lack one or more critical attributes necessary to fully sustain smallholder CSA. While ICTs cannot resolve every systemic agrarian challenge, integrating specific technical and operational design parameters can radically enhance both climate resilience and market profitability. Based on these findings, we propose a comprehensive, actionable checklist of essential design attributes. This checklist serves as a practical diagnostic tool for developers, NGOs, and policymakers to evaluate, select, and design optimized mobile applications for smallholder climate-smart agriculture in Uganda and the broader developing world.
