<b>Effectiveness of Grassroots Development Interventions: A Critical Assessment of Economic Empowerment Programs in Uganda</b>

Uganda has pursued multiple grassroots development programs to combat poverty, expand household participation in the monetary economy, and stimulate local enterprise. Key initiatives include the Entandikwa Credit Scheme, Poverty Eradication Action Plan, Plan for Modernization of Agriculture, National Agricultural Advisory Services, Bona Bagagawale, Northern Uganda Social Action Fund, Youth Livelihood Program, Uganda Women Entrepreneurship Program, Operation Wealth Creation, Emyooga, and the Parish Development Model (PDM). Despite differences in design, these interventions share the goal of improving livelihoods through decentralized access to finance, productive assets, and community institutions. This article critically reviews their effectiveness within Uganda’s livelihood policy trajectory. It contends that success should not be judged merely by disbursement volumes, beneficiary counts, or short-term enterprise creation, but by how programs strengthen institutional capacity, governance, beneficiary skills, market integration, and sustainability. Building on this, the article proposes an integrated framework for evaluating grassroots development and applies it to PDM. It concludes that while PDM is Uganda’s most comprehensive initiative, its long-term impact hinges on addressing persistent institutional and implementation weaknesses that undermined earlier programs.   Key Words: Grassroots development; Parish Development Model; poverty reduction; economic empowerment; decentralization; Community-driven development
