Migrant labour in Farm-to-Fork: Fixing governance gaps, putting dignity at work. Horizon Europe project DignityFIRM

This data collection relates to the DignityFIRM Final Report, produced as part of the Horizon Europe project 101094652 – Dignity For Irregular Migrants in EU Farm2Fork (F2F) Labour Markets (DignityFIRM). Published as an EPC Discussion Paper on 16 March 2026, the report examines how EU policies and their implementation shape the working and living conditions of migrant workers in Farm-to-Fork sectors. Building on earlier project deliverables and comparative analyses across work packages, it adopts a horizontal, policy-cycle approach structured around agenda setting, policy formulation, implementation, and monitoring and evaluation. Rather than comparing countries or sectors separately, it draws on findings from selected case studies across Spain, Italy, the Netherlands, Poland, Ukraine, and Morocco to identify broader structural dynamics, including supply-chain pressures, fragmented governance, competing policy rationales, weak enforcement, and limited monitoring. The underlying materials consist primarily of analysis of policy developments, project findings from other work packages, and stakeholder input from the final (closed-door) roundtable discussion used to validate and refine the report’s conclusions and recommendations. The output was produced by the European Policy Centre (EPC) in cooperation with project partners and is intended to support EU-level debate on more integrated migration, labour, agricultural, and business governance. Based on the report, EPC and Radboud University also produced a final policy brief: ‘Making Dignity Work in Farm-to-Fork: Closing EU Governance Gaps’, authored by Aberto-Horst Neidhardt together with Tesseltje de Lange. Finally, this collection also includes an unpublished policy brief thematically related to the final report and was produced by Radboud University. For the current collection, the Radboud University acts as both publisher and administrator. The Radboud University handles the storage and access of the data through the Radboud Data Repository, in consultation with and on behalf of the partners of the Horizon Europe project.
