This work aims to study the link between the monitoring and evaluation of the training system and the effectiveness of teacher training institutions in Togo. We propose to verify the hypothesis that the effectiveness of a teacher training institution depends on the monitoring and evaluation of its training system. This hypothesis is verified through an observation survey and a semi-directed interview with student teachers, managers and trainers of the Ecole Normale Supérieure of Atakpamé and teacher training institutions. The results show that the existence and quality of monitoring and evaluation of the teacher training system determines the effectiveness of the training institution.
