Nairobi Protocol GEOMETRIC DETERMINISM ENGINE

A deterministic retrieval engine that replaces O(n) probabilistic vector scanning with O(1) geometric coordinate mapping via mmap. Benchmarked at 345x faster than cosine similarity RAG on a 10,000 entry knowledge base with zero collisions. Built in Mojo and Python. Tested on 4GB and 16GB hardware in Nairobi, Kenya.
