National AI Governance Blueprint for the Republic of Ubuntia: Governing AI for Equity, Innovation and Sovereignty

A national artificial-intelligence governance framework for the Republic of Ubuntia, synthesised from the eight capstone projects of Cohort 1 of the AI Literacy Fellowship for African Policymakers, convened by the OpenSchool Initiative. Ubuntia is a composite country invented for the fellowship so that fellows from across the continent could reason about one jurisdiction without making any real government the subject. Where the companion volume publishes the eight sector projects as submitted, this document reconciles them into a single architecture: a four-tier risk framework with national red lines and a test for meaningful human review; a function-first institutional design in which no single body promotes, approves, monitors and judges the same system; a Public Algorithm Registry with a minimum viable field set; a public-sector AI lifecycle running from problem definition through procurement, registration and monitoring to change control; sector programmes for finance, climate and urban systems, agriculture, justice, labour, education and health; a phased implementation roadmap with explicit gates, and a costing architecture in place of unverified budgets. The document is explicit about its own editing. Appendix A records twenty-nine claims, targets, budgets or institutions that could not be carried into a national framework as submitted, with the reason for each removal, correction, deferral, merger or reframing.
