Inheriting the 19th-century Swedish model, the Ombudsman institution has become an indispensable element of contemporary democratic governance. As an independent oversight mechanism between public administration and citizens, the Ombudsman aims to guarantee transparency, justice, and respect for fundamental rights. However, the institution’s effectiveness varies depending on the political regime, its jurisdiction, and the resources it possesses. In an environment where trust in representative institutions is declining and demands for transparency and accountability are increasing, the Ombudsman stands out as one of the indispensable institutional mechanisms of democratic consolidation. It has adopted a more flexible and accessible approach focusing on justice and reconciliation, offering an alternative to generally long, costly, and technical judicial processes. Therefore, examining the Ombudsman of the Republic of Gabon is of particular importance in understanding the institution’s role in the democratization and governance process in Gabon. This study aims to analyze the legal and institutional framework of the Ombudsman of the Republic of Gabon, examine its missions, working mechanisms, and dispute resolution methods. The aim is to identify structural and operational limitations that hinder its activities and, ultimately, to make recommendations for institutional improvement in order to strengthen its role in national governance.
