Multi-agent artificial intelligence systems require sophisticated mechanisms for collective decision-making that transcend simple voting schemes. This paper presents a consensus framework that adapts decision-making processes based on the cultural contexts of participating agents. The system implements four culturally-derived protocols: Nemawashi (Japanese pre-consensus building), Fika (Swedish egalitarian dialogue), Shura (Islamic expert consultation), and Ubuntu (African communal harmony). The architecture comprises five integrated components: session coordinator, protocol repository, culture-based protocol matcher, outcome optimizer, and cross-cultural communication bridge.
