When rule of law is selectively enforced, entrepreneurs’ ability to advance in the private sector can critically depend on political, informal, and social features. This project tests the impact of political affiliation and gender on barriers to obtaining valuable business permits. I run a field experiment in Senegal in which I operate a business and hire employees to apply for business permits at public institutions, randomizing the gender of the applicant and their signal of political connections.
