The study explored Library Services and Rural Community Development in Uvwie Local Government Area of Delta State, Nigeria. Five research questions guided the study. The population for the study was 188,728, consisting of ten villages which are Effurun, Ekpan, Ugborikoko, Ugboroke, Enerhen, Jakpa, Ugbomro, Ebrumede, Ugbolokposo and Okuokoko.  The sample is 390, which was derived using a random sampling technique. The study adopted a descriptive survey design of the correlational type. The questionnaire was the instrument used to extract information from the respondents. Data collected was analysed using mean, standard deviation and Pearson product-moment correlation coefficient (r) at 0.05 level of significance, and the criterion mean is 2.50. It was found in the study that there was a partial development in the community, few resources were available in the library, and the service rendered focused more on literacy and economic empowerment, with deficiencies in academic and health-based support services. The study also revealed a positive influence of library services on rural development. It was recommended based on the findings that local leadership should ensure there is priority in the development of the library, its resources, services and access to the library.
