Nigeria's public library network currently excludes a significant portion of its citizenry—
particularly persons with disabilities, who encounter formidable barriers in the form of
inaccessible building layouts, unreliable digital infrastructure, and a conspicuous absence of
assistive devices. This conceptual design study responds by formulating an architectural
framework for a Public Hybrid Library in Ilorin, Kwara State—a city chosen for its cultural
diversity, strategic location in North-Central Nigeria, and status as a fast urbanizing hub. The
proposed scheme introduces universal accessibility features alongside cutting-edge assistive
technologies, while operationalizing a hybrid model that seamlessly merges physical collections
with digital repositories. Through this integration, the facility aspires to advance equitable
knowledge dissemination, support sustained educational attainment, and foster cohesive
community interactions. The architectural proposition is informed. by a triangulation of scholarly
literature, comparative case study analysis, and rigorous site-specific evaluations of Ilorin's
climatic, cultural, and demographic conditions. The resulting design not only resolves Ilorin's
immediate infrastructural deficits but also constitutes a replicable prototype applicable to other
Nigerian urban centers confronting similar accessibility: challenges. The study concludes by
interrogating the potential ramifications of this model for disability policy frameworks,
professional architectural standards, and future investigative agendas.
