Reclaiming Intellectual Equity in AI Policy: CES+ as a Model for Ethical Co-Creation Context-Aware and Adaptive Systems in Emerging Markets

Generative AI platforms have unlocked unprecedented opportunities for innovation, particularly for independent creators in emerging markets such as Kenya. However, the rapid growth of AI ecosystems also risks the extraction of uncredited intellectual labor, including prompts, iterative designs, and context-specific knowledge contributed by innovators. This phenomenon perpetuates epistemic inequities and undermines the agency of Global South contributors. The CES+ (Context-Aware and Adaptive Ecosystem Systems Plus) framework offers a model for equitable and adaptive AI integration. Co-developed with Kenyan stakeholders ranging from smallholder farmers to SMEs and government agencies CES+ embeds governance, Monitoring, Evaluation, Accountability, and Learning (MEAL) systems alongside ERP and GIS integration within a five-tier architecture. Layer 3, in particular, combines ERP-MEAL-GIS capabilities for real-time fraud detection and operational harmonization, addressing institutional fragility and algorithmic inconsistencies in emerging economies. This concept paper: ·        Examines the paradox of open innovation, where AI platforms can absorb insights without attribution. ·        Highlights CES+ as a context-aware, adaptive system that safeguards intellectual contributions while enabling practical, scalable solutions. ·        Illustrates risks of appropriation and lost economic value (projected $500 billion for Global South innovators by 2030). ·        Proposes policy and technical safeguards, including a Digital Innovation Ledger, co-creation contracts, and AI labor credits aligned with UNESCO AI Ethics Recommendations and GovStack principles. The paper advocates for responsible co-creation, recognition, and ethical governance, ensuring AI serves as a tool for inclusive transformation rather than exploitation. By establishing mechanisms for attribution, accountability, and confidentiality, CES+ demonstrates how context-aware adaptive systems can protect and elevate the intellectual agency of innovators in emerging markets.
