The study estimates the causal effect of Ghana’s 2003 to 2007 Delivery Fee Exemption Policy on caesarean section utilization, and to determine whether the policy’s effects differed across household wealth quintile, maternal education, and urban or rural residence, using a quasi-experimental difference-in-differences design applied to birth-level data from the Ghana Demographic and Health Survey
