The general objective of this study was to assess the effect of digital tools and systems in reducing insecurity in Musanze District, Rwanda. Specifically, the study examined the effect of surveillance digital tools, intelligence-gathering digital tools, and communication and response digital tools on reducing insecurity in the district. The results should provide light on how digital systems and technologies might help lessen insecurity in Musanze District. This study examines the role of digital tools and systems in mitigating insecurity within Musanze District, Rwanda. Utilizing a quantitative survey methodology, data collection generated responses from a sample of 131 participants. Pearson correlation analysis demonstrates a positive relationship between surveillance digital tools and the reduction of insecurity (r = 0.711, p = 0.000). Linear regression analysis establishes that surveillance digital tools explain 50.5% of the variance in local security outcomes (R2 = 0.505, F = 131.723, p = 0.000). The regression model demonstrates that a single unit expansion in surveillance technology deployment generates a 0.594-unit increase in reducing insecurity (B = 0.594, t = 11.477, p = 0.000). The p-values for all variables are less than 0.05, indicating statistical significance. The study recommended that RIB Officers enhance training programs on surveillance digital tools. RNP Staff should implement real-time data analytics in intelligence gathering, create public awareness campaigns, and improve decision-making capabilities.
