Africa's energy transition demands a complex, dual-system architecture where fossil fuels and clean technology must coexist to eliminate chronic energy poverty while pursuing environmental sustainability. This hybrid landscape generates volatile operational, financial, and regulatory risks that conventional, manual risk-management frameworks are structurally unequipped to handle. This paper explores the deployment of Artificial Intelligence (AI) as an automated risk-reduction engine capable of reengineering Africa's energy architecture. It examines how machine learning algorithms can preemptively secure midstream hydrocarbon assets through Distributed Acoustic Sensing (DAS), dynamically stabilize intermittent green power grids via precise load forecasting, and enhance project bankability for global institutional financiers. Moving beyond technological capabilities, the study outlines a comprehensive regulatory blueprint anchored on the African Union Data Policy Framework and the AfCFTA Protocol on Digital Trade. It argues that unlocking AI's full potential requires targeted legal intervention across four critical priorities: personal data protection, cross-border data liberalization, critical infrastructure cybersecurity, and predictable algorithmic governance. Ultimately, the paper demonstrates that by strategically pairing digital intelligence with sophisticated, harmonized commercial regulation, African nations can successfully navigate the transition from barrels to bytes.
