As African nations accelerate digital transformation, telecommunications infrastructure has
become both a lifeline and a latent vulnerability. In countries like the Democratic Republic of
Congo (DRC), AI-integrated telecom systems are deployed at scale, with minimal local
auditability, inadequate regulatory safeguards, and deep dependence on foreign vendors.
These systems power essential functions: mobile money, biometric verification, SMS filtering,
and national communications. Yet, most of the AI models deployed remain uninspected “black
boxes,” with hardcoded firmware, opaque logic, and unclear data flows. This paper
investigates the hidden cybersecurity risks embedded in Africa’s telecom infrastructure, with a
focus on DRC, where over 80% of telco-AI systems are foreign-supplied and unaudited.
Using field audits, policy reviews, and technical case studies, we identify six recurring
vulnerabilities: (1) non-local firmware and logic injections, (2) absence of zero-trust frameworks
across telecoms, (3) unmonitored lawful intercept systems, (4) reliance on externally hosted
AI models, (5) no classification of telecom AI as critical infrastructure, and (6) poor coordination
between AI procurement and national cybersecurity oversight. We show that these risks are
not merely theoretical: AfricaCERT logged over 2,300 telco-related vulnerabilities in 2023
across 15 nations, yet only 4% resulted in vendor notifications or policy action.
This paper proposes a framework for sovereign cyber-auditing of telecom AI systems in Africa.
We recommend the classification of telco AI systems as strategic digital assets, mandatory
national AI registries for models used in public or private infrastructure, escrowed source code
access clauses, and the creation of Telecom AI Red Teams tasked with vulnerability emulation.
Our findings also offer a path forward for African policy harmonization, aligning AU Digital
Strategy 2020–2030 goals with real-world telecom system governance.

roadmap to fortify Africa’s most vital digital backbone, its telecommunications systems, against
silent infiltration.
