Melalui Undang-undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi, pemerintah mulai membuka portal untuk keterbukaan informasi bagi masyarakat tidak terkecuali penyandang disabilitas tuna netra. Maka dari itu diperlukan sebuah aplikasi android berbasis voice over bagi tuna netra yang ada di Jawa Barat untuk kebutuhan permohonan informasi publik digital dan mengevaluasi aplikasi tersebut berdasarkan kemudahan akses layanan, keakuratan data dan informasi yang diminta. Penelitian ini menggunakan metode kualitatif dan jenis penilitian yakni action research. Teknik wawancara menjadi metode yang dipilih untuk mengumpulkan data lalu digunakan juga teknik analisis Miles dan Huberman berupa reduksi dan penyajian data serta penarikan kesimpulan. Dari penelitian ini diperoleh hasil bahwa aplikasi Si Votun Jabar bagi tuna netra sudah baik. Dilihat dari kemudahan akses dalam pengoperasiannya sudah mudah, keakuratan data yang diberikan sudah tepat, dan detail narasi yang mudah dipahami.
