Stakeholder perceptions of circular construction techniques and practices in Nigeria

Purpose This study investigates the adoption of circular construction (CC) in the Nigerian construction industry. Despite clear opportunities, there is a research dearth on context-based institutional impediments. Therefore, this study assesses stakeholder perceptions of CC techniques and practices in Nigeria to identify the systemic barriers and facilitators of their adoption through the lens of institutional theory. Design/methodology/approach Utilising a quantitative survey methodology targeted at construction stakeholders in Enugu State, Nigeria (n = 102), the research analysed perceptions via Mean Rating. Cronbach's Alpha reliability testing was used to validate the internal consistency of the instrument, while a Kruskal-Wallis H-test identified statistically significant perceptual differences associated with differing professional roles. Findings Results indicate substantial conceptual agreement about the advantages of CC, particularly in terms of reducing dependence on virgin materials and increasing sustainability. However, high familiarity (64.4%) is offset by systemic barriers. The top three ranked barriers include the unavailability of CC training programmes, unavailability of secondary materials, and the lack of financial incentives. The Kruskal-Wallis test indicated a significant “Design-Execution Disconnect” in terms of material standardisation (p < 0.05). Originality/value The study contributes to institutional theory by demonstrating that the primary hindrance to CC adoption in Nigeria is structural rather than technological or attitudinal. Its principal novelty lies in the empirical mapping of barriers across the full construction value chain onto DiMaggio and Powell's three institutional pillars, and in the identification of a Design-Execution Disconnect specific to the Nigerian context. The findings show how normative and regulative pressures in developing economies determine the success of green innovations.
