SuRT-Virtual Rwanda: reproducibility artifact for district-level environmental-layer preparation and provenance labelling

Companion software and district-level environmental layers with explicit per-file source and licence metadata for a Rwanda proof of concept. The artifact provides R and Python pipelines for rainfall, temperature, vegetation-greenness, and low-lying terrain share aggregated to Rwanda's 30 districts, together with a fail-closed provenance and evidence-class labelling module. It is a descriptive, non-operational research artifact and contains no patient, surveillance, or other confidential operational data.
