Sustainable Education in Nigeria's North-Eastern Polytechnics: Human Resource Development and Lecturer Motivation Challenges

This paper examines the relationship between funding and human resource development in four Federal Polytechnics in North-Eastern Nigeria, focusing on the challenges of staff development, research support, and lecturer motivation. Drawing on survey data from 200 academic staff, semi structured interviews with institutional management, and documentary analysis of institutional records, the study reveals significant disparities in human resource development indicators across institutions. While Federal Polytechnic Mubi demonstrated the strongest performance across all measures, newer institutions such as Federal Polytechnic Bali exhibited significant deficits in PhD qualified staff, research productivity, and staff development investment. The study identifies inadequate research funding, limited staff development opportunities, and poor remuneration as key constraints on lecturer motivation, with 42% of respondents considering international migration. A moderate positive correlation (r = 0.42) was established between funding adequacy and lecturer motivation, though this relationship is mediated by institutional leadership and organizational culture. The paper contributes to understanding of how funding shapes human capital development in Nigerian polytechnics and offers recommendations for strengthening staff development, research support, and staff retention strategies.
