This systematic review of 62 studies (2016-2024) investigated blockchain-based identity management systems (BIMS) in Africa, hypothesizing their potential to overcome centralized systems' weaknesses while considering the continent's unique challenges. The findings supported all three hypotheses: blockchain architectures enhance security and user autonomy through decentralization and cryptography; scalability and interoperability are significantly challenged by Africa's infrastructural limitations; and regulatory frameworks lag behind blockchain's capabilities, causing compliance issues. The review indicated that while blockchain offers technical advantages like reduced identity fraud, its implementation in Africa requires addressing socio-technical barriers such as low digital literacy and infrastructure gaps through mobile-first, offline-capable solutions and layer-2 scaling. Harmonized regulations and public-private collaborations are crucial for realizing the potential of BIMS in Africa.
