Technology-Enabled Monitoring, Information Asymmetry, and Humanitarian Accountability: Evidence from the Afar Region of Ethiopia

This study investigates how technology-enabled monitoring systems transform information flows and accountability relationships in humanitarian operations in Ethiopia's Afar region. Drawing on 42 semistructured interviews and direct field observations conducted between March and August 2025, the research traces the socio-technical chain from the lived reality of communities to the dashboards used for strategic decision-making. The study introduces the concept of the Information Transformation Chain a framework that maps how data is systematically filtered, simplified, and reinterpreted at each node of the monitoring ecosystem. Contrary to the assumption that digital monitoring reduces information asymmetry, findings show it often redistributes and reshapes asymmetry in new and consequential ways. The analysis reveals a central paradox: systems designed to enhance accountability frequently strengthen upward accountability to donors while weakening downward accountability to affected communities. The Afar context-with its pastoral mobility, remoteness, infrastructure deficits, and linguistic diversity magnifies these dynamics in ways that have broader theoretical relevance. The study concludes by arguing for a shift from monitoring for verification toward monitoring for understanding. The "connectivity exclusion paradox" identified here whereby the communities most in need are systematically excluded from digital monitoring because they lack the infrastructure those systems require-deserves particular attention from practitioners and system designers.
