As Ghana marks its 68th year of independence, we face a new question of sovereignty—not of land or resources, but of intelligence itself. The artificial intelligence revolution will reshape every sector of our economy, yet Africa currently hosts less than one percent of the world’s AI computing infrastructure. This paper presents a bold but practical alternative.

Rainer Opoku-Owusu’s AIMesh-SF⁴E™ framework offers Ghana—and Africa—a path to build sovereign, sustainable AI infrastructure on our own terms. By adapting the mobile network model that connected our continent, this proposal shows how distributed, renewable-powered data centres can deliver both economic returns and social transformation.

I commend this work to policymakers, investors, and technical leaders across Africa. The window to act is now.
