The CLIMATE™ Change Management Model is an adaptive framework designed to support transformational change in fragile, postcolonial, and resource-limited contexts. Developed by Dr. Jefter Mxotshwa, the model is grounded in systems thinking, political economy analysis, participatory governance, and postcolonial theory. It introduces seven interlinked pillars; Contextual Analysis, Leadership & Legitimacy, Inclusive Participation, Mobilization & Motivation, Accountability Systems, Technology & Tools, and Evaluation & Evolution that guide practitioners through a flexibleparticipatory change process. This publication offers both a theoretical foundation and practical roadmap for implementing inclusive reform. It includes implementation tools, a Theory of Change, and case studies from countries such as Zimbabwe, Rwanda, Bangladesh, and South Sudan. The model is ideal for governments, NGOs, and development partners seeking context-sensitive, politically smart, and socially grounded strategies for change
