The Comprehensive Refugee Response Framework (CRRF) and its effect on refugee integration in Ethiopia

Abstract This study critically examines the implementation of the Comprehensive Refugee Response Framework (CRRF) in Ethiopia, focusing on its effects on refugee integration, particularly through the lens of domestic law changes aimed at strengthening refugee protection. Employing a mixed-methods approach, including a quantitative survey of 116 refugees and qualitative data from focus group discussions and key informant interviews, the research explores the progress and persistent challenges of this development-led-legal integration model. The findings reveal a nuanced picture of partial success and persistent challenges. On the one hand, the new legal framework has been highly effective in facilitating refugee self-reliance, with significant improvements reported in access to self-employment (68.10% improvement), investment, and freedom of out-of-camp movement (88.79% improvement). This legal shift has enabled refugees to become entrepreneurs, challenging the conventional aid-dependent paradigm. However, the study also identifies a critical implementation gap. Access to formal wage employment remains a major hurdle. Furthermore, a lack of awareness among both refugees and local officials, coupled with bureaucratic red tape, hinders the effective use of new rights related to business licensing, bank accounts, and vocational training. A PCA confirms that integration is a multifaceted process, with legal status and economic empowerment emerging as the most significant dimensions. The study concludes that while Ethiopia’s pioneering development-led-legal model has successfully laid the legislative groundwork for a new era of refugee self-reliance, its full potential will only be realized through targeted interventions that bridge the gap between policy and practice.
