Abstract This and the following chapter are devoted to analysing the impact of public expenditure. The present chapter reports the results of the public expenditure component of our surveys and provides a descriptive basis for a discussion of public services, how they are distributed, and who has access to them, particularly within the rural sectors. Chapter 15 uses the valuation procedure of Chapter 13 and a variety of statistical techniques to analyse the effects of public expenditure.
