
Climate infrastructure investment in emerging African markets exhibits a recurring pattern in which technically sound projects with credible economic returns often struggle to reach financial close, or close after prolonged delay (Convergence, 2024, 2025; Climate Policy Initiative, 2024, 2025). The conventional diagnosis attributes this to weak feasibility studies or insufficient project preparation funding. This paper proposes a conceptual model that reframes the diagnosis: the binding constraint may not be the absence of feasibility work, but the absence of a prior institutional layer that would make feasibility work meaningful.
Drawing on published governance frameworks (ISO 31000; COSO ERM; PEFA; IFC Performance Standards) and climate finance readiness literature (Green Climate Fund Readiness Programme; UNDP INFF methodology; OECD Development Centre work), the paper proposes the concept of the Institutional Readiness Threshold (IRT): a defined governance state that may need to be reached before technical and economic feasibility can generate investible pipeline.
The paper is normative rather than empirical. It offers a conceptual reordering of the investment value chain and positions governance as pre-feasibility infrastructure. An illustrative example demonstrates how the concept may apply to a typical African climate project pathway. The Hafez Agrivoltaics Governance Framework is situated as one sectoral instrument that may support threshold-crossing. The concept is designed for cross-sectoral extension across climate finance, nature-based solutions, food systems, water governance, and blended finance applications.
