
This paper critically examines the expansion of internet infrastructure into developing regions, with particular focus on Kenya as a paradigmatic case study of global dynamics. We analyze the intersection of technological innovation, economic opportunities, and socioethical challenges that emerge as approximately three billion people remain offline. The research explores Google's optical wireless technology (Project Taara), grassroots entrepreneurship models, content moderation labor conditions, and indigenous technological innovation. Our findings reveal a complex landscape where genuine developmental opportunities coexist with structural inequalities, necessitating more equitable frameworks for global digital expansion.
