Electromagnetic spectrum management is the invisible infrastructure behind every wireless device, every mobile network, every satellite link, and every emergency communication system. As Sub-Saharan African nations accelerate 4G and 5G deployment, they are building on a foundation they do not fully control. The workforce to manage it is scarce. The tools to monitor it are foreign owned. The platforms to assign and coordinate it are designed for well-resourced regulators in the Global North. This paper argues that this is not simply a capacity gap. It is a structural dependency-one that mirrors and extends the colonial patterns of technology transfer that have long disadvantaged African nations in the global digital economy.
This paper documents the spectrum capability gap across four priority African nations (Rwanda, Ghana, Senegal, and Nigeria), compares their regulatory environments against even the least-developed European spectrum management administrations, and presents a model for how this dependency can be broken: through integrated workforce development, low-cost indigenous monitoring infrastructure, and a sovereign spectrum intelligence platform built specifically for the institutional realities of the developing world.
