This study investigates the role of lean budgeting techniques in enhancing the financial stability and survival of startups, with a focus on the challenges faced by early-stage businesses in Rwanda between 2012 and 2016. Given that over 60% of startups fail within their first two years due to poor cash flow management, it is crucial to identify effective financial planning techniques. The objective of this study is to assess the impact of lean budgeting on cash flow optimization and financial risk reduction. A secondary data approach was employed, utilizing financial reports, surveys, and case studies to analyze the financial performance of 500 startups in Rwanda. The analysis reveals that startups adopting lean budgeting techniques experienced significant improvements in cash flow management, with average monthly cash flow increasing from $5,000 to $8,000, and a 50% improvement in their revenue-to-expense ratio. Furthermore, the survival rate of startups using lean budgeting was 82%, compared to 55% for those relying on traditional budgeting methods. A regression analysis with an R-squared of 0.879 confirmed that lean budgeting, combined with financial training, leads to higher profit margins and greater financial resilience. These findings underscore the importance of lean budgeting in minimizing financial risks and promoting long-term sustainability in startups. The study recommends that policymakers and business support organizations integrate lean budgeting training into startup ecosystems to enhance financial management and reduce failure rates.
