The growing concern over declining civic values, weak historical awareness, and limited citizen participation among young people in Nigeria has necessitated the exploration of innovative approaches to Social Studies and Civic Education instruction. This paper examines the role of community resource utilization in the development of historical consciousness and civic competence among Upper Basic Two students in Nasarawa Eggon Local Government Area of Nasarawa State, Nigeria. Drawing from relevant literature and constructivist learning perspectives, the paper conceptualizes community resources as valuable educational assets embedded within the learners' immediate environment, including historical sites, cultural institutions, traditional rulers, community leaders, monuments, museums, civic organizations, and local events. The paper argues that the effective integration of these resources into classroom instruction provides learners with authentic learning experiences that enhance their understanding of historical events, cultural heritage, national identity, and civic responsibilities. Furthermore, community-based learning promotes critical thinking, democratic participation, social responsibility, patriotism, and active citizenship, which are essential components of civic competence. The paper highlights the educational significance of experiential learning and emphasizes the need for teachers to move beyond conventional classroom practices by incorporating community resources into teaching and learning processes. However, challenges such as inadequate funding, poor access to educational facilities, insufficient teacher preparedness, and weak school-community collaboration may hinder effective utilization of community resources. The paper concludes that community resource utilization remains a viable strategy for fostering historical consciousness and civic competence among upper basic school students. It therefore recommends stronger partnerships between schools and communities, increased teacher training on community-based instruction, and greater government support for experiential learning initiatives in basic education.
