THE ROLE OF PUBLIC-PRIVATE PARTNERSHIPS IN STRENGTHENING HOSPITAL LOGISTICS IN RWANDA

This study investigates the role of Public-Private Partnerships (PPPs) in strengthening hospital logistics in Rwanda, with objectives focused on addressing logistical inefficiencies in healthcare systems. Using a qualitative methodology, the research examined secondary data from policy documents, reports, and case studies published up to 2013. Major findings reveal significant improvements in logistical efficiency: stock-out rates reduced from 25% to 10% (p < 0.01), lead times halved from 15 to 7 days (p < 0.01), and patient satisfaction in PPP-operated hospitals rose to 85% compared to 68% in public hospitals (p < 0.01). Regression analysis indicated that PPP investments explained 76% of the variance in logistical performance improvements (R² = 0.76). Conclusions underscore the importance of PPPs in addressing healthcare logistics challenges, highlighting $6 million in cumulative cost savings by 2013 and enhanced operational outcomes. Recommendations include policy reform, capacity building, technological integration, stakeholder engagement, and robust evaluation frameworks to ensure sustainability.
