The use of artificial intelligence in international practice of refugee protection: technologization of humanitarian diplomacy

The article is dedicated to studying the technologization processes of humanitarian diplomacy with an emphasis on the use of artificial intelligence (AI) in the international practice of refugee protection. Key directions of digital technology implementation: forecasting migration flows, biometric identification, chatbots, and the integration of national and international data systems are considered in the work. Based on the analysis of documents from international organizations (UNHCR, UNICEF, WFP) as well as the experiences of certain countries (Tanzania, Ethiopia, Germany), both the advantages of AI (increased response speed and accuracy in the allocation of humanitarian resources, improved refugee identification and registration, enhanced coordination, and development of interaction tools with displaced persons) and risks (data privacy threats, algorithmic discrimination, technical failures, and undermining trust in humanitarian institutions) are identified. It is concluded that there is a need for international standardization, algorithmic transparency, data protection, and the involvement of refugees in the process of technology implementation.
