Towards an ICT Governance Compliance Measurement Framework for South Africa's Public Sector: A PRISMA Protocol for a Systematic Multivocal Literature Review

This research project aims to develop an ICT Governance Compliance Measurement Framework for South Africa's public sector through a systematic multivocal literature review. The study synthesises evidence from peer-reviewed publications, government reports, policies, standards, and other grey literature to identify the critical governance principles, compliance requirements, performance indicators, and implementation challenges affecting ICT governance. By integrating academic and practical perspectives, the research seeks to establish a comprehensive framework for assessing organisational compliance with ICT governance best practices. The expected outcome is a validated measurement framework that supports public sector institutions in strengthening governance, improving regulatory compliance, enhancing accountability, and promoting effective, secure, and sustainable ICT service delivery.
