This preprint proposes an alternative paradigm of AI governance rooted in the lived realities and ethical frameworks of the Global South, particularly Indonesia. It critiques the top-down, technocratic adoption of global AI standards that often ignore local values and socio-political complexities. The author argues for a decentralized ethical approach based on participatory design, community-centric regulatory sandboxes, and indigenous epistemologies. Comparative insights from Uganda, Bolivia, and Estonia are used to propose a hybrid governance model that is inclusive, reflexive, and culturally contextual.
This document contributes to the discourse on algorithmic justice, digital rights, and inclusive policy design for emerging technologies.
